Dibrugarh Water and Sewage Projects Laid as City Readies Second Capital Role

Marking a transformative phase in its urban development, Assam’s Public Health Engineering (PHE) and Housing & Urban Affairs Minister Jayanta Mallabaruah laid the foundation stone for the Dibrugarh Town Water Supply Project (Part-2) and the Sewage Treatment Plant under the AMRUT 2.0 initiative on Wednesday. These ambitious projects, financed by UIDF-NHB, are set to address persistent water supply issues and enhance sanitation coverage in the city.

The event, hosted at Dibrugarh University West Campus, was attended by State Power Minister and Dibrugarh MLA Prasanta Phukan, District Commissioner Bikram Kairi, Municipal Commissioner Jay Vikas, Mayor Dr Saikat Patra, Deputy Mayor Ujjal Phukon, Vice-Chancellor Prof Jiten Hazarika among others.

Minister Mallabaruah highlighted the strategic importance of these initiatives in view of Dibrugarh’s projected status as Assam’s second capital, next only to Guwahati. “As Dibrugarh transitions into a seat of legislative and administrative power, robust infrastructure is essential to support its growing population and institutional demands,” he stated.

Dibrugarh’s designation as the second capital was earlier announced by Chief Minister Himanta Biswa Sarma, who revealed plans to construct a permanent Assam Assembly building and host one assembly session annually in the city starting 2027. The move is expected to decentralise governance and catalyse economic growth in upper Assam.

MLA Prasanta Phukan expressed optimism about the projects, saying, “This dual thrust of governance elevation and infrastructure development signals a new era for Dibrugarh, enhancing quality of life and ensuring sustainable urban growth.”

The integrated water and sewage projects will significantly improve Dibrugarh’s water distribution and environmental management, supporting the city’s larger role as a vital administrative hub in Assam.
