In a significant administrative overhaul, the Government of Assam’s Personnel Department issued a notification on Wednesday announcing the transfer and posting of several high-ranking IAS and ACS officers across the state. The reshuffle aims to streamline public service delivery and optimise district administration.
Key Appointments and District Swaps
Heading the list of changes, Swapneel Paul, IAS (RR-2018), the District Commissioner (DC) of Tinsukia, has been transferred and posted as the new District Commissioner of Kamrup (Metropolitan). He replaces Sumit Sattawan, IAS (RR-2015), who has been moved from Kamrup (M) to take over as the District Commissioner of Tinsukia.
In a series of strategic shifts among senior bureaucrats: Aayush Garg, IAS, currently DC Sivasagar, will move to Cachar.
Mridul Yadav, IAS, the outgoing DC of Cachar, will take charge of Sivasagar.
Dibakar Nath, IAS, moves from Dhubri to Bongaigaon, while Nabadeep Pathak, ACS, transitions from Bongaigaon to Dhubri.
Parag Kumar Kakaty, ACS, previously DC Darrang, is now posted as DC Golaghat, trading roles with Pulak Mahanta, ACS, who has been appointed as the Inspector General of Prisons, Assam.

Shifts in Secretariat and Special Roles
The notification also effected changes in central administrative roles.
Masanda Magdalin Pertin, IAS, is moving from her role as DC Kokrajhar to become the Joint Secretary to the Govt. of Assam, Finance Department.
In her place, Pankaj Chakravarty, ACS, will take over as DC Kokrajhar.
Furthermore, Simi Karan, IAS, has been appointed as DC Tamulpur, and Aranyak Saikia, IAS, previously the Staff Officer to the Chief Secretary, will now serve as DC Karbi Anglong.
Pubali Gohain, ACS, moves into a district role as DC Darrang, leaving her post in the Home & Political Department.
