In a significant breakthrough for counter-insurgency efforts in the Northeast, a Myanmar-trained United Liberation Front of Asom-Independent (Ulfa-I) cadre surrendered to security forces in Arunachal Pradesh’s Tirap district on November 13.
A joint operation, executed by Assam Rifles in close coordination with Arunachal Pradesh Police and Assam Police, led to the voluntary surrender of self-styled Private Kamal Akhun alias Vikas Mohanta, aged 23, an active member of the banned Ulfa-I outfit. The operation was conducted in Noglo village following specific intelligence inputs.

The successful mission was based on credible intelligence provided by the 4th Detachment of the Army’s Eastern Command Intelligence Battalion (ECIB), corroborated by technical inputs from the 36th Low Intensity Conflict (LIC) Electronic Warfare (EW) Company regarding the insurgent’s presence and movement patterns in the area.
Upon surrender, Akhun deposited one 7.65mm pistol, one magazine, and six live rounds of 7.65mm ammunition to the security forces. The surrendered cadre, along with the seized weapon and ammunition, has been handed over to Tirap Police for further legal formalities and rehabilitation procedures as per established protocols.

“The successful outcome of the joint operation reflects the strong inter-agency coordination between Assam Rifles, Tirap Police, and Assam Police, and highlights their collective efforts to encourage insurgents to return to the mainstream,” an official statement noted.
The surrender represents a significant achievement in the ongoing efforts to restore peace and stability in the region, demonstrating the effectiveness of intelligence-based operations and inter-agency collaboration, Assam Rifles mentioned in a statement.
“Assam Rifles remains committed to promote peace, supporting rehabilitation initiatives, and upholding its motto ‘Sentinels of the North East’ while working closely with state agencies to ensure long-lasting stability across Arunachal Pradesh,” the force stated.

The development is viewed as an encouraging sign for other insurgents contemplating surrender, as security forces continue their mission to bring lasting peace to the region through a combination of robust operations and humane rehabilitation measures.
