With Prime Minister Narendra Modi scheduled to visit Namrup on December 21 to lay the foundation stone for a transformative Rs 11,000-crore Ammonia-Urea fertiliser project, state Industries and Commerce Minister Bimal Borah conducted a detailed inspection on Friday of the foundation stone ceremony site, the public rally venue, and the newly constructed temporary helipad where the Prime Minister’s chopper will land.
The helipad built specifically for the high-profile visit, was the focal point of the inspection. Officials confirmed its construction has been completed and rigorously tested. A successful trial helicopter landing was conducted in Minister Borah’s presence to ensure flawless operational readiness and safety for the Prime Minister’s arrival. The adjoining venues are being meticulously prepared to accommodate an expected massive influx of attendees from across the region.

“We are expecting approximately 1.24 lakh people for the Prime Minister’s public rally at Namrup. All arrangements, with particular attention to the landing facilities and venue logistics, are being finalised to ensure a smooth and successful event. The helipad construction and testing have been completed successfully, and both the foundation ceremony site and rally ground are ready to host this historic occasion,” Borah stated following the review.

The landmark Ammonia-Urea complex, being developed by AVFCCL (Assam Valley Fertilizer Corporation Limited), represents a major collaborative venture with far-reaching implications for the region’s agricultural sector and economic development. The project embodies a significant public sector partnership, with the Government of Assam holding the largest equity stake at 40 percent.Key Public Sector Undertakings including National Fertilizers Limited, Oil India Limited, Hindustan Urvarak & Rasayan Limited, and Brahmaputra Valley Fertilizer Corporation Limited are crucial partners in this ambitious initiative.

“This facility will revolutionise fertiliser availability in the Northeast. With an ambitious annual production capacity of 12.7 lakh metric tonnes of urea, it is specifically designed to address the fertiliser requirements of farmers across Assam and neighbouring states. Once operational, it will become the single largest urea-producing unit in North Eastern India, significantly reducing dependency on supplies from other regions,” Minister Borah said.
The Prime Minister’s Namrup visit forms part of a two-day programme in Assam designed to inaugurate and launch major infrastructure and industrial projects. On December 20, Modi will inaugurate the new terminal building of the Lokapriya Gopinath Bordoloi International (LGBI) Airport in Guwahati before proceeding to Namrup the following day for the foundation stone ceremony and public rally.

Officials have been working across multiple fronts to ensure the event’s success, with detailed planning encompassing stringent security arrangements, infrastructural readiness—highlighted by the new helipad—logistical support, and robust crowd management protocols for the expected gathering of over one lakh attendees.
The Rs 11,000-crore investment represents one of the largest industrial projects in Assam in recent years and is expected to generate significant employment while strengthening the state’s industrial base. The fertiliser complex will not only ensure adequate urea supply for the region’s farming community but also substantially contribute to agricultural productivity and food security across the northeastern states.
