Dibrugarh Takes Step Toward Second Capital Status with Government Housing Complex

Assam’s vision of establishing Dibrugarh as the state’s second capital moved closer to reality on Wednesday with the laying of the foundation stone for a government residential complex designed to house officers and employees in the emerging administrative hub.

State Minister of Housing and Urban Affairs Jayanta Mallabaruah inaugurated the 12-apartment housing project in East Milan Nagar, a development that carries strategic significance as Dibrugarh prepares to accommodate an expanding government presence. The complex, estimated to cost approximately Rs 4.5 crore, will be constructed under the Assam State Housing Board’s ‘Rental Housing Scheme for Government Officers and Employees.’

“With the Chief Minister’s Secretariat already in Dibrugarh and the Assam Legislative Assembly complex to come up in Dibrugarh, there will be a need for additional housing for government officers and employees,” Minister Mallabaruah stated at the foundation-laying ceremony, highlighting the practical necessities driving the project.

The Minister emphasised the relief this initiative would bring to government personnel stationed in the city. “Once this project is completed, an effective solution to the housing problem will be found,” Mallabaruah said, describing it as “an important matter for Dibrugarh which has been projected as the second capital of Assam after Guwahati.”

The rental housing scheme addresses a critical infrastructure gap as Dibrugarh transitions into a major administrative center. By providing affordable, quality accommodation without requiring property ownership, the project aims to ease the burden on government officials while supporting the state’s broader administrative decentralisation efforts.

The foundation-laying event drew several prominent figures, including State Power Minister and Dibrugarh MLA Prasanta Phukan, Assam State Housing Board Chairman Pulok Gohain, Vice Chairman Subhash Dutta, ATDC Chairman Rituparna Baruah, Dibrugarh Development Authority Chairman Ashim Hazarika, Dibrugarh Mayor Dr Saikat Patra and Deputy Mayor Ujjal Phukon.

The housing complex represents a tangible step in the state government’s comprehensive plan to transform Dibrugarh into a fully functional administrative hub. With key government offices and legislative facilities already operational or in the pipeline, adequate housing has become essential to support the city’s evolving administrative ecosystem and ensure balanced regional development across Assam.
