Assam Chief Minister Himanta Biswa Sarma on Wednesday evening reviewed the extensive preparations underway at the Namrup venue, ahead of Prime Prime Minister Narendra Modi’s two-day visit to the state, which includes laying the foundation stone for a landmark Rs 11,000-crore Ammonia-Urea fertilizer project on December 21.
The Prime Minister is scheduled to lay the foundation stone for the massive industrial complex—which promises to be a game-changer for the North East’s agricultural sector—before addressing a large public rally at the venue.

Accompanied by State Power Minister and Dibrugarh MLA Prasanta Phukan, Water Resources Minister Pijush Hazarika, Naharkatia MLA Taranga Gogoi, Duliajan MLA Terosh Gowala, Dibrugarh DC Bikram Kairi and other senior officials, the Chief Minister inspected the site. The venue is being prepared to accommodate thousands of attendees expected for the high-profile foundation ceremony and subsequent rally.

The Chief Minister was briefed by officials on all critical aspects of the event, including detailed plans for security, infrastructural readiness, logistical support, and crowd management protocols necessary for the successful execution of the Prime Minister’s program.
Speaking to the media after the review, the Chief Minister outlined the Prime Minister’s schedule. “The Prime Minister will inaugurate the new terminal building of the Lokapriya Gopinath Bordoloi International (LGBI) Airport in Guwahati on December 20, followed by the foundation stone laying of the transformative Namrup project on December 21,” the CM stated.
He further emphasised the profound regional significance of the fertilizer complex.
“The Namrup project is a giant leap towards Atmanirbhar Krishi (Self-Reliant Agriculture) for the entire North Eastern region. It is poised to drastically improve fertiliser availability and reduce input costs for our farmers.”

The Ammonia-Urea complex, developed by AVFCCL, is a major collaborative venture designed to bolster regional industrial growth. The Government of Assam holds the largest equity stake in the company at 40%, making it a key stakeholder. Its partners include major Public Sector Undertakings (PSUs) such as National Fertilizers Limited (NFL), Oil India Limited (OIL), Hindustan Urvarak & Rasayan Limited (HURL), and Brahmaputra Valley Fertilizer Corporation Limited (BVFCL).
With an ambitious annual capacity of 12.7 lakh metric tonnes of urea, the new facility is specifically engineered to meet the robust fertilizer requirements of farmers across Assam and neighbouring states. Once operational, the AVFCCL complex is set to become the single largest urea-producing unit in North Eastern India, driving agricultural productivity and creating substantial economic and employment opportunities in the region.
